Power Outage and PC wont boot

lost power last night , i went to start my PC today and it wont boot past the intital DELL logo screen. F12 key wont get me too boot menu. F8 wont work either, all i can do is hit DELETE and enter setup...i had this problem about 3 months ago and was able to boot the windows recovery disc and fix it. this time it wont even do that, i set the cdrom drive first in boot order but it isnt loading it. i tried unplugging it and rebooting. no success

the PC is connected to a surge protector so im not sure why this keeps happening. any ideas? i got a picture of the screen its stuck on see if i can post it,,,, HELP!

on your keyboard, specifically, the caps or scroll lock keys?

1. Be sure the CD is free from finger prints.
2. Try a CD lens cleaner.
3. Duplicate that CD and try the dupe.
4. Try a new CD/DVD drive.
