Time to replace the video card then.
"Looking like it's starting up" is rather vague. If there's nothing on the screen.
"Sounding like it's starting up" (you hear the hard disk working for about a minute, until it shows the welcome screen) would be much better. Turning fans only show the PC has been switched on and the fans have power. But it doesn't say much, if anything, about the motherboard and the hard drive.

To get help you may have to admit that you don't repair PCs and take whatever help is offered (it's free!!)
I know those that are new to repair will often be upset that some assumptions are made.
The first reply was proper because the machine was just acquired.
The second reply is good because it gave you some ideas about what to swap out.
